Is there still a Bulgarian 'golden passport' or citizenship by investment?

This is an important one to get right, because there's a lot of outdated marketing out there. Bulgaria's fast-track citizenship-by-investment programme — the old 'golden passport' — was repealed in 2022 and is no longer available. The earlier option to get permanent residence by buying Bulgarian government bonds was also removed. What does still exist is a permanent-residence-by-investment route under the Foreigners Act, for example a sizeable stake in licensed Bulgarian investment vehicles or other recognised priority investments. That route leads to permanent residence, not an instant passport; citizenship is only possible later through normal naturalisation. Because the qualifying investments and thresholds have been revised and can change again, verify the current rules with official sources before committing any funds, and be cautious of anyone promising a fast Bulgarian passport for money.
