This is a fast-track, unlimited-validity permanent residence permit for non-EU nationals who make a qualifying investment of at least EUR 300,000 in Cyprus. It grants residence, not citizenship — and is separate from the citizenship-by-investment programme Cyprus ended in 2020.
Permanent Residence by Investment under Regulation 6(2) offers an accelerated route to permanent residence for third-country nationals and their eligible family members. The core requirement is a qualifying investment of at least EUR 300,000 (excluding VAT) in one of the approved categories — for example residential or commercial property, company share capital, or investment fund units.
You also need secured annual income from abroad of at least EUR 50,000 for the main applicant (with additional amounts for dependants), a clean criminal record and valid health insurance. The permit carries an obligation to maintain the investment and to visit Cyprus at least once every two years. The procedure is accelerated, typically taking a few months, with an indicative EUR 500 application fee per person.
It is important to understand that this route leads to residence, not a Cypriot passport — Cyprus terminated its citizenship-by-investment scheme in 2020. Thresholds, categories and fees can change, so confirm the current rules on the official source. ACME can assess whether your intended investment qualifies and guide the application.
