It's a temporary residence permit for remote workers employed by, or owning, a company based outside Croatia. You can't work for Croatian employers or clients, and it lasts up to 18 months.
Croatia was one of the first EU countries to create a permit specifically for remote workers, and it stays popular. You qualify if you're a non-EU national who works over the internet for a company (or your own company) that is not registered in Croatia. The crucial limit: you cannot work for Croatian employers or provide services to clients in Croatia while you hold it. You'll need to show means of subsistence equal to at least 2.5 average monthly net salaries for the previous year (MUP publishes the exact euro amount, which is revised periodically), plus a valid passport, health insurance and a clean criminal record. The permit is granted for up to 18 months and can't be renewed back-to-back; to apply again you must spend at least six months outside Croatia first.
