The ICT Permit handles transfers from outside the EU into an Estonian branch of the same company or group. It is reserved for managers, specialists and trainees as defined by the EU ICT Directive — not for people applying for jobs on the open market.
To qualify you generally need prior employment with the group (12 months for managers and specialists, 6 months for trainees), a valid transfer contract and an employer invitation, plus health insurance and accommodation in Estonia. A practical advantage is that ICT employment is exempt from the immigration quota.
