The Long-Term Resident's Residence Permit is Estonia's permanent status for third-country nationals who have lived in the country for five continuous years on a valid temporary residence permit. The permit has indefinite validity, giving a more secure footing than a temporary permit.
To qualify you generally need that five years of residence (with a valid permit at the time of application), Estonian language proficiency at B1 level (with some exemptions, for example for those under 15, over 65, or with limited legal capacity), stable legal income and Estonian health insurance, and residence registered in the Population Register. Newer adaptation-programme requirements may also apply. The PPA decides within 90 days, with the card issued within a further 30 days; the state fee is EUR 185 (reduced to EUR 93 for those under 15 or of retirement age).
The language and integration rules can change, so confirm the current requirements on politsei.ee before applying. Note that a lower A2 level applies when renewing an employment-based temporary permit, while B1 is needed for the permanent permit.
