This permit is for non-EU founders of a scalable, growth-oriented startup. It uniquely requires a positive eligibility statement from Business Finland before you file the immigration application, and it qualifies for fast-track processing.
The Residence Permit for a Startup Entrepreneur is designed for non-EU founders building a scalable, growth-focused company in Finland. What sets it apart from other routes is the first step: before applying to Migri, you must obtain a positive eligibility statement from Business Finland, and that statement can be no older than four months when you apply. You also need a recently founded or forming company targeting scalable growth, sufficient financial resources for the permit period, and a valid passport.
Once you have the Business Finland statement, the immigration side qualifies for fast-track handling — most decisions land in about two weeks, with a two-month legal maximum. The first electronic permit fee is EUR 650.
This route is quite different from the traditional Entrepreneur (Yrittaja) permit, which is for conventional businesses and is assessed for profitability by the regional Economic Development Centre rather than Business Finland. Because the Business Finland step is decisive, it is worth getting your pitch and eligibility right early. Confirm the current requirements on migri.fi, and ACME can help you understand which entrepreneurship route fits your business.
