
The Malta Startup Residence Programme is a dedicated route for non-EU founders of innovative startups, requiring an eligible business and at least EUR 25,000 in investment or paid-up capital. It offers a three-year permit, extendable.
The Malta Startup Residence Programme is run jointly by Malta Enterprise, which assesses the business's viability, and the Residency Malta Agency, which handles residence. It targets non-EU founders of innovative ventures in sectors such as manufacturing, software development, health, biotechnology, pharmaceuticals and life sciences. Applicants must commit a tangible investment and/or paid-up share capital of at least EUR 25,000, be at least 18 years old and have a clean criminal record.
Founders, co-founders, core employees and their families can be included. The initial permit is valid for three years and can be extended, by up to a further five years for founders and their families, which gives time to build and scale the business from within the EU.
