
After five years of continuous legal residence you can apply to IGI for an EU long-term resident permit, subject to stable income and health insurance. Study and asylum periods do not count.
A non-EU national who has lived legally and continuously in Romania for five years can apply to the General Inspectorate for Immigration (IGI) for a long-term residence permit, which grants near-equal rights with Romanian citizens. Time spent abroad is limited (absences must not exceed the permitted maximums), and periods spent on a study permit or as an asylum seeker do not count towards the five years. You generally must show stable and regular resources, social health insurance, and have no removal order against you. IGI decides within about six months.
