This is Estonia's general residence permit for working for a specific employer. The standard route is subject to the annual immigration quota and usually requires a labour-market test, with salary at least equal to the Estonian average wage.
The Temporary Residence Permit for Employment is the everyday route for non-EU skilled workers who have a job offer in Estonia but do not fall into a quota-exempt category. It is tied to a specific employer, and it is one of the main routes that remain subject to Estonia's annual immigration quota.
To qualify you generally need a valid job offer from an Estonian-registered employer, the employer's permission from the Unemployment Insurance Fund (the labour-market test), and a salary at least equal to the Estonian average gross monthly wage. The Police and Border Guard Board (PPA) decides within 90 days, with the residence card issued within a further 30 days; the state fee is EUR 250 in Estonia, plus a separate card fee.
Because the quota, the average-wage figure and fees change — the wage is updated each spring — confirm the current details on politsei.ee before applying. If your salary is high enough, you may instead qualify as a quota-exempt top specialist, which is faster; ACME can check which route fits your offer.
