The EU Blue Card is Cyprus's route for highly qualified third-country professionals, and at present it applies to designated sectors: ICT, pharmacy for research, and maritime. To qualify you typically need higher professional qualifications (usually a university degree), an employment contract or binding offer for highly qualified work lasting at least one year, a role within one of the designated sectors, and a gross annual salary at or above the threshold set by ministerial decree (EUR 43,632 in the corpus, which you should confirm as current).
The Migration Department aims to decide complete applications within 90 days. Indicative costs include a EUR 40 issuance fee plus EUR 70 for first registration in the Aliens' Register, though you should verify the latest fees before applying.
