The Malta Startup Residence Programme is run jointly by Malta Enterprise (which assesses the business's viability) and the Residency Malta Agency (which handles residence). It targets non-EU founders of innovative ventures in sectors such as manufacturing, software development, health, biotechnology, pharmaceuticals and life sciences. Applicants must commit a tangible investment and/or paid-up share capital of at least EUR 25,000, be at least 18 and have a clean criminal record. The initial permit runs for three years and can be extended (by up to a further five years for founders, co-founders and their families), letting you build and scale your business from within the EU.
