Malta's former Citizenship for Exceptional Services by Direct Investment programme is no longer offered as an investment route. On 29 April 2025 the Court of Justice of the European Union (Case C-181/23, Commission v Malta) held that granting nationality in direct exchange for predetermined investments or payments amounts to commercialising EU citizenship and is incompatible with EU law. Malta accepted the ruling and committed to revising its naturalisation framework. Citizenships already granted remain valid, but you can no longer buy Maltese (and thus EU) citizenship through a fixed contribution. Treat any older 'passport by investment' marketing with caution and verify the current legal position before acting. If permanent residence rather than citizenship meets your goal, the MPRP remains available.
