Cyprus's flagship work route is the Companies of Foreign Interests scheme: a company with significant foreign ownership or investment registers with the Business Support Centre and can then hire third-country Directors and highly skilled Key Personnel under a streamlined process with no labour-market test (minimum gross salary of EUR 2,500/month for new highly skilled permits). For roles in designated sectors (ICT, pharmacy for research, maritime) the EU Blue Card is available with an officially set salary threshold. Other workers generally use the General Employment (Single) Permit, which usually requires a labour-market test.
